Spurring Innovation and Supporting the Nonprofit Sector
The Corporation for National and Community Service (CNCS) is the federal agency implementing the Kennedy Serve America Act. On 8 May 2009, CNCS published questions in the Federal Register that it will be asking at meetings around the country.
Because the closest meeting to Maine is in Boston on 22 May 2009, this forum is being created to gather input from Maine residents. What are your thoughts? What are your creative or entrepreneurial solutions?
The Act calls on CNCS to become a hub of innovation and support for the nonprofit sector as a whole.
Comment here on the Social Innovation Fund, Volunteer Generation Fund, Nonprofit Capactiy Building Program, Serve America Fellows, Encore Fellows, Silver Scholarships, Innovative Service-learning funds, and Summer of Service.

Demonstrating Impact
Accountability, demonstrated and measurable change in critical needs, service that impacts significant numbers of people -- these expectations for National Service were emphasized when Congress set performance measures in the law. These programs need to do what is necessary and not what is nice, impact more than just a few people.
CNCS is asking for input on these points:
~In what ways can service produce the greatest impact?
~How do we better demonstrate impact as we move to more standardized performance measures?
~How can we preserve the diversity of programs and localized nature of solutions?
~How should CNCS transition from the current practice o self-nominated performance measures in AmeriCorps to standardized measures?
~Should CNCS establish standard national performance measures for VISTA, Senior Corps, Learn & Serve?
~Should there be a few measures that apply to all CNCS programs?

Youth Service and Service-Learning Opportunities
Subtitle B - Service-Learning has significant changes and new opportunities related to community-based (i.e., not school related but happening in a community agency) service-learning.
CNCS asks
~How should the Silver Scholarship program be implemented? (Silver Scholars are 55+ years old and the education award they may earn can be assigned to a child or grandchild.)
~How should the Summer of Service program be implemented? (Summer of Service engages 5th-12th graders in community-based service learning programs during the summer and the youth may qualify for a $500 education award for post-high school education).
~How should the Campuses of Service (sec. 1203), Youth Engagement Zones and programs (Part III, Sec 119.a.3-11), and Semester of Service be implemented?

Expanding Opportunities to Serve
CNCS asks:
~How can CNCS and its partners attract people of all ages to serve?
~How should CNCS and its partners identify and nurture new programs that can host AmeriCorps slots?
~What do State Commissions, national intermediaries, and other partners view as the best strategies for reaching and developing new program sponsors?
~Should the Service Corps outlined in the Act (education, healthy futures, clean energy, veterans, economic opportunity) be focus areas within AmeriCorps or programs with their own identities?
How should CNCS and its partners manage the growth of service brands?

Achieving Growth through Simpler Grantmaking

~What are ways to reduce burden, avoid duplication, and increase efficiency?
~How can CNCS consolidate the application process most effectively?
~How can CNCS reduce reporting requirements while still ensuring appropriate use of funds?

Fixed Amount Grants
CNCS intends to implement fixed amount grants for programs in which the cost of running the program is substantially more than the amount receive in the grant. To accomplish this, CNCS must know the costs of each type of program to set the "fixed" grant amount.
They ask (from the grantee perspective):
~What are the known costs for programs with part-time members?
~What are the operational benefits/challenges of fixed-amount grants?
~How should CNCS structure fixed-price grants to they realize the promise of a reduction in burden while providing better information about impact?
